Preheat oven to 350 degrees F (175 degrees C). Heat olive oil in a large ovenproof pot over medium heat. Add the onion, garlic, and green pepper, and cook until tender. Stir in the lobster meat, tomatoes with juice, chicken stock, bay leaves, thyme, red pepper flakes, black pepper, and lemon zest. Bring to a boil. Reduce heat to low and simmer for 10 minutes. Sprinkle with flour and whisk until smooth. Stir in white wine or vermouth. Simmer for an additional 10 minutes or until slightly thickened. Discard bay leaves.
