To prepare the dish:    Put the chicken thighs into a large resealable plastic bag. Sprinkle with flour, 1 teaspoon salt and 1/4 teaspoon pepper. Seal bag and shake to coat chicken. Heat 2 tablespoons oil in a large saucepan over medium heat until hot. Add the chicken and cook until golden brown on both sides and cooked through, about 8 minutes per side. Transfer to a plate.    Add the remaining 1 tablespoon oil to the pan. Add the onion, carrots, celery, garlic, thyme, cayenne pepper and 1/4 teaspoon salt. Cook stirring occasionally until vegetables are tender, about 8 minutes. Stir in the broth and bring to a simmer over high heat.    Return the chicken and any accumulated juices to the pan. Stir in the rice, parsley, thyme and duck. Bring back to a simmer over high heat then reduce heat to medium-low and cook until heated through and all the liquid has been absorbed by the rice, about 15 minutes. Discard any unused herbs before serving warm with some good bread for sopping up that delicious broth!
